New research suggests they are arguing about the wrong thing. A benchmark study released today by OKRs Tool finds that goal success is driven by four ordinary tracking habits stacked on top of any framework — and that teams practicing all four hit their goals close to three times as consistently as teams practicing none.

The study, The Goal-Setting Benchmark, surveyed 280 operations and strategy leaders at technology companies of 50 to 200 employees, through an independent panel with no OKRs Tool customers in the sample.

Its central finding is a clean, step-by-step climb the researchers call the staircase. Teams were scored zero to four on four habits: reviewing goals weekly, tracking progress continuously, keeping goals visible to the team, and using dedicated software rather than a spreadsheet.

The share of teams hitting their goals “very consistently” rose at every step — from 15% at zero habits, to 21%, 36%, 51%, and 71% at all four. Grouped for a stable comparison, teams with three or four habits hit their goals 2.9 times as consistently as teams with none or one.

“The framework you pick matters way less than people think. What actually moves the needle is whether you’re tracking your goals every week — and most teams aren’t,” said Steven Macdonald, founder of OKRs Tool.

The research surfaced three further findings that reframe how mid-sized companies approach goals:

No framework owns the market. SMART goals lead at 39% adoption, followed by basic or unnamed approaches at 25%; OKRs sit at 4%. Which framework a team names moves its odds of hitting goals very little. The habits a team runs move them a lot.

Most “consistent” teams are not tracking. Among teams that describe their goal process as consistently applied, only 36% actually review their goals weekly and only 41% use dedicated software. Most claim the discipline; far fewer run it.

Tracking matters as much as setting. Teams that set goals well but track them poorly hit their goals 29% of the time, barely ahead of teams that set goals roughly but track them closely, at 33%. A well-set goal that no one watches delivers little.

The study also quantified the cost of poor tracking: 59% of teams lose an hour or more every month reconstructing where their goals stand, and teams that lose the most time are measurably less likely to be on track — 51%, against 67% for teams that can see their goals at a glance.

Full findings, including the complete staircase data and methodology, are available in The Goal-Setting Benchmark at OKRsTool.com.

About OKRs Tool

OKRs Tool is OKR software built for team leads and department heads inside growing companies — typically 50 to 200 people.
